Orissa Computer Application Center (OCAC) the Technical Directorate of Orissa Government has reasons to feel proud.  On the 9^th Feb, NASSCOM Foundation has honored OCAC’s e-Despatch Solution, for Social Innovations 2010 in the Government Category. Mr. P. K. Mahapatra Commissioner Cum Secretary to IT Department has received the award at Mumbai on behalf of the Government

eDespatch is a small thought with big impact. It enables instant communication of Govt. letters. This innovative technology solution was jointly developed by OCAC & local IT Company CSM Technologies to address the challenge of facilitating instant communication of Govt. letters with zero fault and still able to keep the Govt. process of letter dispatch intact.

For every decision at Government there is a letter which needs to be dispatched from its offices to concerned destinations. The age old process of the physical letter reaching the concerned has not only slowed the pace of progress but also has created distrust among the masses. The true impact of e-Governance is transparency. This could have been achieved by ensuring that all government communications are made transparent online and in real time.

www.eDespatch.com  ensures Govt. Signed letters reaching its recipient in real time via, email, fax, SMS & e-Space. It also serves as an effective knowledge management repository.  eDespatch not only serves the purpose of implementing office getting information & instructions in real time, but also allows citizen, press and field functionaries remain updated. This solution was first pilot tested in the Department of Panchayati Raj in year 2007-08, since its implementation many administrators have come forward to implement it in their offices. At present 14 departments have already implemented the same.

eDespatch is like an appliance not an software application as  it is  productive the  very  moment it is  installed unlike other eGovernment projects” says P.K.Mahapatra Commissioner cum Secretary.  We have been receiving request from outside the states to replicate the same, also constant improvisation is made to the software to accommodate better usability by the Government offices. Even Microsoft had approached to acquire eDespatch application, in the meantime OCAC has patented e-Despatch solution.

Further the concept of eSpace of  eDespatch ensure that all  letter sent  by the department to a concerned  field  office is available for all time. This facility ensures timely decision of the field offices & also helps in destroying the old physical records occupying un necessary space in the offices.
